Actually, it is very surprising that Microsoft brings DirectX 12 games to Windows 7, because Microsoft will end the support for Windows 7 on January 14 th, 2020. Therefore, this action may mean that Microsoft is trying to cater to Windows 7 gamers in this way. According to the Stream Hardware Survey, it shows that there are 71.57% gamers using. The last version of Windows that ran DirectX 7 directly was Windows 2000. Windows XP is just emulating DX7 in DX9, same as Windows 7 is doing. I'll venture a guess that your application uses palettized textures, and that when DX emulates that functionality (as it was dropped after DX7) it's generating a texture using the indexed colors.

Method 1: Installing the Directx.dll Library to the Windows System Directorylink
- The file you downloaded is a compressed file with the '.zip' extension. In order to install it, first, double-click the '.zip' file and open the file. You will see the library named 'Directx.dll' in the window that opens up. This is the library you need to install. Drag this library to the desktop with your mouse's left button.
- Copy the 'Directx.dll' library file you extracted.
- Paste the dynamic link library you copied into the 'C:WindowsSystem32' directory.
- If your system is 64 Bit, copy the 'Directx.dll' library and paste it into 'C:WindowssysWOW64' directory.
NOTE! On 64 Bit systems, you must copy the dynamic link library to both the 'sysWOW64' and 'System32' directories. In other words, both directories need the 'Directx.dll' library.
- First, we must run the Windows Command Promptas an administrator.
NOTE! We ran the Command Prompt on Windows 10. If you are using Windows 8.1, Windows 8, Windows 7, Windows Vista or Windows XP, you can use the same methods to run the Command Prompt as an administrator.
- Open the Start Menu and type in 'cmd', but don't press Enter. Doing this, you will have run a search of your computer through the Start Menu. In other words, typing in 'cmd' we did a search for the Command Prompt.
- When you see the 'Command Prompt' option among the search results, push the 'CTRL' + 'SHIFT' + 'ENTER ' keys on your keyboard.
- A verification window will pop up asking, 'Do you want to run the Command Prompt as with administrative permission?' Approve this action by saying, 'Yes'.
- Paste the command below into the Command Line window that opens and hit the Enter key on your keyboard. This command will delete the Directx.dll library's damaged registry (It will not delete the file you pasted into the System32 directory, but will delete the registry in Regedit. The file you pasted in the System32 directory will not be damaged in any way).
%windir%System32regsvr32.exe /u Directx.dll
- If the Windows you use has 64 Bit architecture, after running the command above, you must run the command below. This command will clean the broken registry of the Directx.dll library from the 64 Bit architecture (The Cleaning process is only with registries in the Windows Registry Editor. In other words, the dynamic link library that we pasted into the SysWoW64 directory will stay as it is).
%windir%SysWoW64regsvr32.exe /u Directx.dll
- You must create a new registry for the dynamic link library that you deleted from the registry editor. In order to do this, copy the command below and paste it into the Command Line and hit Enter.
%windir%System32regsvr32.exe /i Directx.dll
- If you are using a Windows with 64 Bit architecture, after running the previous command, you need to run the command below. By running this command, we will have created a clean registry for the Directx.dll library (We deleted the damaged registry with the previous command).
%windir%SysWoW64regsvr32.exe /i Directx.dll
- If you did the processes in full, the installation should have finished successfully. If you received an error from the command line, you don't need to be anxious. Even if the Directx.dll library was installed successfully, you can still receive error messages like these due to some incompatibilities. In order to test whether your dll issue was fixed or not, try running the program giving the error message again. If the error is continuing, try the 2nd Method to fix this issue.

*DirectX 9.0c update note :
MicroSoft iscontinually (rather than releasing a new version) implementingupdates into the DirectX 9.0c branch since 2005.
The Redistributables containlatest code to accomodate new Operating Systems and (supposedly)inputs from DirectX10 Development.
As these are already shipping e.g. with the latest Games, theyare considered safe for use. Technically, that makes it DirectX9.0d in many respects.
Various reports indicate performance increases accrossGames/Benchmarks and provision of needed compatibility withnewest Games.

Officially,Win98/Win98SE is not supported but this may not prevent anyone toexperiment (e.g. extract and manually implement updated .dll's).
Be warned though that this is entirely experimental and couldlead to erroneous Results...
WinME and Win2000 support shows in and out of the official SystemRequirements for some of the latest Updates but so faris working just fine.
AboveDirectX 9.0c Operating System requirements are likely not 100%correct, as conflicting information exists from different sources(e.g. Wikipedia).
If you see a Version correctly installing despite being listedhere as officially not supported (or vice versa), let me know...
