Purpose of Counseling The purpose of this counseling is to document the fact that you received a speeding ticket on base on 2 June 14 and to inform you that driving on base is a privilege and not a right.

PART III - SUMMARY OF COUNSELING Complete this section during or immediately subsequent to counseling.

Key Points of Discussion: Driving on base is a privilege and not a right. You can easily lose post driving privileges for 6 months or a year for speeding violations. The speed limit on the installation is 30 MPH unless otherwise posted. It is 20 MPH in the housing area and 10 MPH when passing formations. Ref. 636.3 Suspension or revocation of driving privileges. In addition to the requirements of § 634.10 of this subchapter: (a) Administrative suspension or revocation of installation driving privileges applies to the operation of a motor vehicle on Fort Stewart/Hunter Army Airfield. (b) Installation driving privileges will be suspended for up to 6 months for drivers who accumulate 12 traffic points within 12 consecutive months, or 18 traffic points within 24 consecutive months. Losing your driving privileges does not relieve you from your responsibilities and will not be considered as a valid excuse for being late or absent. This counseling is not a punishment or a disciplinary action. It is merely to inform you of the consequences of further driving violations. I am required to forward this ticket to the orderly room where it will be kept on file. AUTHORITY: 10 U.S.C. 8013. PURPOSE: To obtain any comments you desire to submit (on a voluntary basis) for consideration concerning this action. ROUTINE USES: Provides you an opportunity to submit comments or documents for consideration. If provided, the comments and documents you submit become a part of the action. DISCLOSURE: Your written acknowledgment of receipt and signature are mandatory. Any other comment or document you provide is voluntary.

OTHER INSTRUCTIONS This form will be destroyed upon: reassignment (other than rehabilitative transfers), separation at ETS, or upon retirement. For separation requirements and notification of loss of benefits/consequences see local directives and AR 635-200.
