Powering Up is both a quest and achievement/trophy in Fallout 4.
Synopsis

As the Institute prepares to burn their own way in the Commonwealth, in order to secure their future and possibly the future of the world, Father will need to make some final revelations, and show his hand to both his fellow scientists, and his enemies.
Walkthrough
- Upon returning to Father, he will have the Sole Survivor record a public broadcast of those living in the Commonwealth. While a speech format is given to the Sole Survivor to study upon, it is ultimately irrelevant, as the Sole Survivor may choose their own words once broadcasting. They may either choose to dismissive of the Commonwealth people, threatening towards them, empathetic with them, or outright contemptuous towards them.
- The broadcast, once finished, will then need to be brought to Diamond City Radio, in which the transmitter must be upgraded using on-site parts, in order to properly broadcast to everyone in the Commonwealth.
- Returning to the Institute, the Sole Survivor will find that the route has been opened up to the reactor, through the advanced technologies division, where Father will be met, before he begins a speech for the division heads, who have collected in the reactor room as well.
- After the short speech, Father will ask for the Sole Survivor to personally install the Beryllium agitator, and then activate it using a nearby terminal.
- A Directorate meeting is now being held, which the Sole Survivor will need to attend, with Father stating that he is going to sit this one out and leave it all up to their parent.
- At this meeting, it is revealed that the division heads had already come to the decision that The Railroad and the Brotherhood of Steel must be forcibly dealt with, with the only decision that the Sole Survivor has any part in, being as to whether or not the Institute should focus their efforts on building a larger synth army, or whether they should focus more on improving their weapons technology.
You know, if they actually doubled down on that script and made a linear fps adventure game in the Fallout world, everything could have made sense like the voice acting, the attention to small details, even the lack of choices. But alas, it has to be a bethesda game above all else, so they had to shoehorn in the illusion of choice.

If you’ve spent time with Fallout 4 then you know that conversations are one of the most important aspects of the game. Saying the right thing at the right time can unlock additional content, change entire missions, or alter the outcome of important events in the story.
Even more important than regular conversations are the Persuade options, which perform a check on your character and a random die roll to see if you pass. These can really change things for the better, or make your situation even worse. There’s some tricks to the system that will help you make it through, so here’s a quick guide for how to pass ever persuade option.
- The Institute is the only faction that you come into contact later into the game. First, you need to complete all of the 'independent' quests of the main storyline (up to The Molecular Level, i.e. The one connected with building the teleporter that lets you teleport to the underground HQ of the Institute).
- Started playing Fallout 4 again after modding it to load fast with my ssd etc. Actaully not that bad of a game tbh. Not completed it yet but for me i have a high strength build so my death claw gauntlet is my go to weapon. What about yall?
- May 04, 2020 Fallout 4 has been out for about a while now, and lots of people are still having issues with random lag spikes and/or constant stuttering – myself included. For a lot of people, this issue likely spurs from Bethesda “locking” Fallout 4 at 60fps by enabling vsync and not giving us an easy way to turn it off.
- Fallout 4, One Year Later. November of 2015 was an important month in my life. My birthday is in November and that year I turned 30, which is too old to pretend you’re not an adult anymore. It was also my first birthday since becoming a father. And it was the month that Fallout 4 came out. That last one doesn’t seem like it belongs, does it?
Just so we’re on the same page, let me describe what the persuasion options are within Fallout 4’s conversation system. Normally when speaking with another character you will be presented with four options of what to say. These should be green, but if you need to persuade then they’ll look different. They will be highlighted in yellow, orange, or red depending on the difficulty. If you have these options and want to pick them, you’ll want to read on for the tips on how to pass almost every time.
The first and most important tip also comes with a big caveat. It’s a bit of a cheat, though it works surprisingly well, so you might find yourself OK with fudging the rules a bit. This tip essentially boils down to save and load if the persuasion check fails. Even inside of a conversation you can quicksave using the F5 button on PC (not sure if there is a button on Xbox One or PS4). Once you see that yellow, orange, or red just quicksave and choose it. If it fails you can load that save and try again. This kind of defeats the purpose of building up your character, and definitely breaks immersion, but if you really have to pass the check this is one way to do it.
Now on to some more legitimate ways to boost your chances. Persuasion checks are referencing your Charisma stat, along with various perks associated with it. You can get perks, such as Lady Killer or Black Widow that raise the chances of passing when speaking with a member of the opposite sex. You can also just raise your Charisma, which should help immensely.
Even without maxing out your Charisma skill, there’s one other way to help. Certain clothes will give you a boost to Charisma, such as the red dress, which gives it two extra levels. Once you find something that boosts your Charisma just carry it around with you. If you get into a conversation that needs to do a persuasion check you can look away and pull out your Pip-Boy and swap clothes. Throw on the red dress or whatever you have that raises Charisma (even if you’re a male you can wear the dress) and get back into the conversation by looking directly at the other character.
Using these tips you should be able to pass any persuade check within Fallout 4.
